I'm not saying it's incorrect. I'm talking about how it sounds really insincere, and certain characters use it when they should be sincere. This disparity in sincerity gives it more of a negative effect.

You should know the cliche, your girlfriend sleeps with another guy, and when you confront her about it, all she says is ごめんね before running off. That way of "apologizing" really stings.

It's an emotionally-powerful way of apologizing, by bringing forward the girly and pathetic qualities of the speaker.
It's used by manipulative whores precisely for that reason, but it only appears insincere because you've read too many NTR doujins apparently.

I don't know, but I find it particularly effective if it's used in a situation in which someone has no control over, or if they disappointed you indirectly in some way.
