If the question is if an anime is lewd or not - that's easy, if they have service episodes or consist solely of it, then it's probably lewd enough.

Strangely I have trouble calling serious shows involving sexual stuff lewd - stuff like Ano Natsu is too romantic to call it lewd, and other shows that have sex scenes or similar, but have actual plots are not lewd because that's not their core theme. The question to distinguish them is: is the show's main or secondary purpose to turn you on? If yes, it's service/lewd, if not, no.

Lewdness is acceptable if it is for some higher purpose. For example, Kenkou Cross' monster girls are all acceptably lewd because they are lewd for the sake of obtaining their husbands' love. Only lewdness for the sake of lewdness is intolerable.

It's both cute and semantically lewd. I found myself turned on by some of it, but then that's because I like yuri. The show isn't service-oriented, it's a slice of life, but the themes are sometimes lewd, even if not always intentionally so. (I would say the same applies to A Channel, but less).

A more tricky example could be Nisemonogatari, it most certainly has a main plot, but they spent a lot of time making scenes that would most certainly turn on most viewers for whom it was intended (or maybe whole episodes), so I would call it quite lewd. Nevertheless, nise isn't a pure fanservice show in any way or form. It falls in a similar category as Negima, Tsukuyomi, etc.
