She's not balanced unfortunately. She loses to everyone top lane and can't jungle to save her life. The only thing she might be considered good at is bot lane with Leona. She could be viable jungle if her passive stacked on creeps, or viable top lane if they changed her passive to say, "5+0.5% of her health over 6 seconds". With those buffs she might have a chance of being bad to balanced. Currently at the moment to win top lane you just have to be way better than the opponent, you can't just be slightly better or as good as them.

Because she's a carry that goes bot with a support. Not a solo top bruiser. Her passive is to come out ahead of other people with no sustain when trading blows and let her get healed up a bit darting in and out of combat. She's not Riven.

How is she going to come out ahead when she'll heal 20 HP against a ranged AD? She would be completely destroyed if she were to go against AD range + sustain support bot lane when she her self has a sustain support.
