We do have a dragon. It's the single most powerful being we know of in Touhou thus far. And the origin of Mokou's powers could be a phoenix.

Also it depends on how you define "demon." For example, Yuyuko calls Suika a demon in TH7.5. And I'm pretty sure that Oni are generally regarded as "demons" anyway.

While TH12 did introduce a human magician as the last boss, it also introduced a number of interesting youkai. Hijiri was the only human among the new characters anyway.

TH13 is the only game, as far as I know, where more than one of the new characters were human. And despite that, they are different because they're Taoist. There were Taoist elements in Touhou previously (I don't remember what they were but I remember encountering a number of them), but Shinto and Buddhism always had much more significance, so we didn't see that much of Taoism until now.

Though I admit, the idea of lolifying an ancient historical human, is kind of boring. I was disappointed, but... I don't think it's that bad.

Many 2hus are representatives of a certain kind of monster or legend from traditional folklore. A total resemblance is not necessary.

Zun makes it so at least they represent a certain creature by giving them characteristic powers or a very slight resemblance to them.

Meiling is supposed to be a dragon youkai or something, but you don't see scales on her beautiful legs. The hint here is her rainbow-colored danmaku, relating her to http://en.wikipedia.org/wiki/Hong_%28rainbow-dragon%29

How are there many humans in Touhou? Many of them used to be human, but technically very few of them are actually entirely human. (Reimu, Marisa, Akyuu, Sakuya etc)

Point taken, but even in the case of there being several of one species, those different characters have all had different gimmicks and symbols. And it the case of sisters, Satori and Koishi for example come as a set where they complement each-other and make another whole together.

If there ever was an actual Phoenix Touhou, she'd need different symbols, different gimmicks and different general themes than Mokou. I just think that'd be hard, and sort of pointless, which is why I don't think Touhou needs an "actual" Phoenix.

The thing with Kappa, Oni and Tengu are that they are established races of a debatable number that have their own societies. Phoenixes can't really be compared to them in that way.

Even so, I'd like to say they have their defined differences, even if they can be vague. Aya and Hatate represent the different ends of problematics of competitive media that perhaps spawns from the idea of Tengu society being one of the most advanced in Gensoukyou. Suika and Yuugi may represent the different fates of the oni, one dwells among humans like in old times, and the other stays in old hell to where the left after their feuds with the humans. Oni and Tengu have many stories that are well-known in Japanese folk-lore so it's not weird to have a few of them to be named characters.

Never mind that though, I doubt you care and I'm just rambling. I'm curious though, do you really think we'll get a real phoenix in Touhou?
