Only if you think you can build it and paint it well. Look up a guide or two to make sure you know what you are getting into before you buy one. If you think you're up to the challenge go right ahead. It looks easier than it is but once you get good at making them they aren't nearly as much of a hassle.

The reason they are so cheap is A. unlike regular figures they are unpainted and unassembled and B. because the ones from e2046 are bootlegs of small run GKs. That being said, they are damn fine bootlegs and since they do a really good job with the molds almost never a way to tell the original GK from a bootleg.

It varies largely but for me I'd say about four hours, I don't spend a whole lot of time painting.

A basic rundown of assembling a GK starts with washing the parts and getting the mold release agent off them. Washing them usually consists of letting them soak for a day or few in a cleaning solution, some use brake fluid but I find some detergent in water does the trick, after that just a quick rinse and cleaning with an old tooth brush does the trick.
Then comes fitting the parts, while it isn't required, it certainly is useful to pin the parts. Pinning parts is basically using a small hand drill, drilling a hole in two connecting parts and using a small piece of wire to hold the parts somewhat together. You do however need to use some modelling putty and fill in any gaps between parts.

Painting and assembly don't have a set order, some paint then assemble while others assemble then paint, its all up to preference.

Assembly is fairly simple glue the parts together, self explanatory.

Painting starts with using a primer, usually a darker primer if you plan on emphasizing shading in the figure or a lighter primer if you plan on emphasizing highlights. How you paint it is entirely up to preference and technique so that's why this stage can range from an hour to ten hours or more.

Also if you really want to get your GKs to look good, an airbrush + compressor is practically a requirement, that would run you about $100 starting from low end models. The reason for an airbrush is to get thin, even coats of paint.

Airbrushes themselves take a fair bit of learning, the largest part of the learning curve is getting the paint thinned out to what is right for your airbrush, from there it isn't too hard.

I've been satisfied most of the time. I will say that I recently bought a prepainted Saeko (Mouse Unit GK) and the katana didn't properly align with both of her hands. I assume someone screwed up with the pinning and/or didn't bother to check before gluing. Had to jury rig things into place.

Try mandarake and at worst, proxies with yahoo auctions. Even with proxies fee, you generally can have rare figure cheaper than ebay, and that while being safe from bootlegs.

As far as I know, you don't get taxed from Japanese imports in the USA unless it's worth over a certain amount (Nothing you could ever fit into one shipment, anyway). And your packages always go through customs, since they're imports. They're not going to rip it open and search them unless it's suspicious.
