Just draft your own patterns, it's really not that hard. The skirt'll be super easy even with the frills, probably the only hard part will be the white shirt and even that's not really all that bad. Maybe the sleeves, I never did figure out poofy sleeves...

I'd do that first, it's like three lines, three cuts, three seams.

For the ruffles, you'll wanna do this:

For the shirt, I used

This definitely took the longest. Be sure to allow a decent amount of functional ease, it might be a good idea to do a test shirt out of muslin or something to make sure it fits right. Mine's a bit too tight, but oh well.
What I did to get the bottom apron-kinda thing is instead of cutting out the two front pieces separately, I cut them out together plus a bottom part in the same shape as the skirt, and just cut a line down the chest to separate the top pieces. You'll probably have to make a separate placket if you do this, I guess. (Though I had to do that anyways for Tenshi, of course. Not too hard at any rate.)

The hat might can be done out of craft felt if you don't mind it not being perfectly like hers, get two layers of it, put a mixture of 50% white glue and 50% water, wait for it to dry, it'll stiffen it up. Not 100% sure how to do the hat frills, maybe you can cut a circle of cloth out and stuff it up into the thing or something along those lines.
