I just made a 6500 word visual novel and decided that this shit needs some fuckin' music.

1) Are there any places where I can find music uploaded for free use?
2) Are there any programs that work like Garageband or some shit where I can just slap a bunch of random shit together and export it as a loop?

not exactly "slap a bunch of random shit together" but you could import midi files into a program like ableton live and tweak to your heart's content. live makes it easy to export loopable files as well.

Please note that MIDIRips are pretty much a minefield when it comes to the opinions of people who make the MIDIs, regardless of how or why you do it. Making a MIDIRip and not crediting the original composer is considered very wrong.

As someone who did not take it easy once put it,

Far too many times have my stuff been stolen, have a few track patch changed, then resubmitted or posted elsewhere by some random bastard claiming full credit on their work. Hi OP, I'm the only composer I know of on /jp/ though, though I do mostly quirky electronic/video game stuff I can also do more advanced stuff.

I can do a couple of "standout" tracks for you maybe, and you can go with more generic Creative Commons stuff for the rest.

LSF is the Lemmasoft forums. Not the nicest place to be, but can be helpful in these regards.
