What about Reimu and Keine up there?

It kind of perplexes me how much it seems people seem to underestimate ex-Keine in power level talk. She's on par with Yukari imo, since Yukari created Gensokyo physically but Keine (apparently) made it everything that it is today besides that. Having written up its whole history changed it from being a random piece of land that probably would have seemed like a prison to the youkai, to an enchanted place that's legitimately its own little world.

I guess people write off Keine both because she's not popular, and she's also normally very weak when not in a full moon.
