Why do people hate on SSiB anyway? Slow story? It's only been 11 chapters; it only feels slow because of the slow pace translations are released. It's the most coherent story Zun has authored so far, the art is good, and Remi is toothachingly cute. It's even got scheming Yukari and Eirin. It's way better than EaLND.

I doubt they were very surprised since the Lunar Capital monitors Earth. And travel to the moon can essentially done at any time. For example, one of the planned launch windows for the LOR is in October during a new moon and the travel time is about 5 days.

They made a minor discussion about this in an earlier chapter. The Outside World can't get into the Lunar Capital, much like they can't get into the Great Border normally. Gensokyo, likewise, can't get through to the Lunar Capital normally, but a path between the two closed spaces are opened by the full moon. Probably has to do with the moon's innate powers, mentioned mostly by Eirin and Kaguya during IN (specifically mentioned was "lunacy").

Anyway, that means the flag on the Moon is on the normal lunar surface and not in the capital. It wouldn't have mattered how the Earth had sent a rocket, it would have never found the Capital. And the Watatsuki sisters themselves mentioned that they can't readily cross-over onto the normal lunar surface from within the Lunar Capital.

That suggests that the moon flag was pulled-out and thrown back to Earth by a yet-unseen force, alluded to in an earlier chapter.
