Pixiv is for animu girls, Deviantart is for gritty western art. Naturally there's some overlap.

The presumption that DA has no good or very little good art is stupid.

All I can say is that Japanese artists have a more developed sense of self-consciousness, which prevents them from uploading pictures that are clearly badly drawn or unfinished (they still do it on their private blogs, however).
The comparison with Deviantart is unfair, anyway. It might match Pixiv in size and user base, but that's not the go-to place for skilled Western artists. Most of them have their personal portfolios on Conceptart and such websites, and their stuff blows most of Pixiv out of the water.

Pixiv has a lot more of the kind of art I'm interested in. For example, I go to deviantart and search Misaka Mikoto and I get 1590 results, some of which are repostings from pixiv.

I go to pixiv and search 御坂美琴 and I get 9250 results. Clearly it should be obvious which would be better for me.

If you like furry though, I suggest deviantart, as I got 587,274 results searching that term. Truly disgusting.

This comic might be sorta relevant, don't know if it's on the boorus. You can look at the pictures and pretty much get whats going on.
One thing that pixiv seems to suffer from is a large base of non-artist members. According to the comic they tend to ruin it for everybody, inflating pageviews and egos as well. Good artists never get real criticism, and bad artists don't get shit.

DA, is made by lots of cultures. From the true weeaboos, to the true asians. And that doesn't make it better or worse, it just make it what it is.

If you don't like it, it's just your opinion. Everyone in DA or Pixiv tries to show the best of their art. Some of them are very bad, others are good nough to expose them in a real gallery. Whatever reason makes them do that art, bad or good, it doesn't matter. It's art. Except some nudity that looks rather disturbing or pornographic.

If you like anime it's natural to like pixiv way more than DA since pixiv is anime-only whereas DA has everthing and even if you tag anime you'll find shit tons of copied official art pics or deviations drawn by kids or people who are new to anime.
Besides that never ever forget that you can't ever get as much anime pics on a site like DA as you will do on a japenese one since there are waaay more japanese anime fans than US/EU fans of course. This and pixiv is up to date (= current/new anime) whereas DA will barely show fanart of anime series as long as they aren't older or shown on TV which practically never happen since western TV hates anime.

Well, the average DeviantArt quality is lower than Pixiv.
I know a good artist, but she has accounts on the 2 sites. Probably the bests devianfags usually end in Pixiv if they have a anime style drawing. But on the other hand, I don't think you can find a lot of comic/cartoon style on Pixiv, they are rarer.
