Any decent Japanese kigurumi mask is going to have some kind of gagging mechanism inside. Gags don't stop breathing, they stop laughing, coughing, involuntary exclamations, all of which ruin the illusion.

Some of the cheap ones might have crappy gags that are hard to breathe through, but all of the decent ones make it easier than trying to breathe through the mask, if anything. As far as I know no non-Japanese maker is making anything decent for this, usually they just tell you that breathing will be difficult.
