Why hasn't ZUN remade the PC-98 Touhou games yet?

The better question is "Why does ZUN stop making PC-98 character return ?"

The last return is Yuuka in TH09. Now after 9 games (9.5, 10, 10.5, 11, 12, 12.3, 12.5, 12.8, 13), there is no PC-98 character returning yet. And strangely, while all Windows Touhou bosses appeared in STB and DS (even Medicine), Yuuka didn't appear.

Did somebody write a letter to ZUN to ask him stop doing that after PoFV ?

Because the PC-98 characters were unappealing. The only good one was Alice and she returned.
