Reisen's getting constantly underestimated. She can drive you mad by looking at you, has access to Lunarian weapons, she's telepathic, can create illusions, control light, sound and electromagnetics, and on top of that the greatest alchemist ever known is teaching her trade to her. She's just barely short of last boss tier.

If anything, she should be stronger than either of Youmu and Sakuya, because they are stage five bosses in normal Touhou games, while Reisen is a stage five boss in a game where two characters join up.

Oh, and she also beats Yukari, Remilia and Yuyuko in SWR.

I never said anything about them being on the same level, only that their fans are similar in their constant overcompensating for their character. Reisen's powers are at least applicable to the Spellcard system, Meiling had her entire toolkit thrown out the window and was expected to keep doing the same job anyway.
