"You can, but you usually won't" is a more correct statement. Westermarck effect has been shown to be false due to the same effects occurring in any prolonged familiarity between people. You get the same results in long-time male/female friendships as you do in brother/sister growing up together. Both significantly reduce the likelihood of romantic situations occurring in the pair, but they don't preclude them absolutely.

Westermarck effect is now just a flashy way of saying your sister is ugly and you're been around her for the majority of your life.
