It depends on your definition of god, but yeah, there's a lot of incredibly powerful Yokai that could be considered gods.

There are several characters in the Touhou canon that are actually deities.

For instance, Suwako.

They don't really need to believe in crap. They can walk (or fly) a few miles and go visit Moriya shrine. Oh hey it's a goddess! Oh hey, it's another goddess! Oh hey, it's a goddess's child!

There's gods in the touhou universe that you can have fucking tea with, why would you not believe in several of the gods if you were a touhou?

It's not like Shinto gods have to be all powerful like abrahamic gods. Even a dead fisherman can become a god.
