This guy knows. I'd advocate an epilator, but there are also depilatory creams (proceed with caution), sugaring, and waxing. I'd recommend, in order:
Epilation, Sugaring, Waxing, Shaving, Depilatory Creams.

Sugaring is nice because you might be able to get away with making the product yourself (you're then stuck with finding the right kind of strips, though) but I think epilation is definitely the best way to go. Shaving is probably the cheapest, but it requires a lot of waiting and being stubbly. Waxing and depilatory creams can be utter shit on your skin, so if you're sensitive, just avoid them.

I recommend choking down some aspirin two hours prior for waxing, epilation and sugaring to minimize pain. Make sure your skin is clean no matter what route you take (shower, no lotions, etc), get a good exfoliant (stuff like St. Ives works fine, loofahs etc are good too but you should get an exfoliant cream, too). Moisturizing is also important, make sure you get a decent lotion; try to avoid sodium laurel sulfate if at all possible.
