When magic and gods are legitimate factions and forces in your universe, it still counts.

Arturia had the talent to be a Heroic Spirit without Excalibur. She was born of the warrior-king Uther, after all.
Caliburn was forged by a magus, Merlin, not the fair folk. Gilgamesh has moderate-to-deep knowledge of magic, and Alexander lived in the Age of the Gods where basically everyone shat magic every day.

Arturia was a capable leader and combatant even before she got Excalibur and Avalon. She only needed them because Caliburn would not do anything chivalrousness, and Arthur has moments of hotheadedness when Bedivere isn't around.
