I'm too much out of the loop of PSP titles.

Are they region locked, or could I import titles even if I bought a local PSP?

Are they easy to pirate, or does it involve chipping and all other annoying stuff that was needed for a PS2?

And is there a PSP emulator that just avoids the whole console purchase?

Depends on the model of PSP you have. Apparently the 1000's are the easiest. The method for hacking them apparently involves doing something with the battery (or buying a battery with the modification already) to send it in to some kind of factory reset mode, at which point you install the CFW. Pandora battery method I believe its called. That's what I did with mine.

Oh, wow, I just started playing the game and got to the scene where the girls mistake you getting worked up by the sight of their clothes becoming transparent after being soaked from the rain for you coming down with a fever and deciding to warm you up with their bodies. One hand in Hina's shirt, the other in Maho's, Saki clinging to your front and Airi to your back, living the dream.

I had it leap by about half a gauge when Mihoshi walked in on me with a couple of lolis tied up with skipping rope, leaving me just slightly away from filling it, and ended up doing so soon after.
Fortunately, even though the bomb to indicate an upcoming 「ＢＡＤＥＮＤ」 appeared, I got a capacity up from the 3 on 3 match that came up soon after, and that seemed to have averted the bad end.
