In the end the Celestial ability doesn't severely hamper opponents at all. Maybe weak youkai, but Yukari would not be very restricted.

Shame Chiqita Dragonforce is a pretty sucky boss to fight at the end really. Fighting her at the end of any of the characters scenarios is much easier then fighting Reimu or Yukari who both have some of the most annoying spell cards around.

Throwing more spanners into the works, half the characters in the cast have instant kill moves of a sort. They just get represented in spell cards.

It's better to assume that at high end they are all more or less as powerful as one another or at least close enough that the difference isn't too much. Comparing them is made more pointless by their powers being wildly different and very conceptual. We know the outlines of everyone's powers, but the limits are completely unknown and will change to fit the story at the time.

Tenshi seems to have a bit of everything, but not quite as unique as others. She can manipulate earth (but not create it like Suwako) she can fuck with weather and has some vague insta-death ability. Good on her, she's on level with the other end/eX bosses.

And why not? The theory is that a youkai proposed the Spell Card Rules to Reimu in the first place. She liked the idea and approved of them. Since the youkai wanted a way to fight the shrine maiden without having to worry about what would happen to the Great Border. So it is possible that it was explained to her by another youkai. Since apparently the way spell cards work:

- The name of the spell shall be recorded on paper in the same form as this contract. As a result, all of the aforementioned regulations become absolute. This paper will be called the "spell card". A concrete method of casting may be discussed later with the shrine maiden.

Rumia isn't a end/eX boss, she's one of the earlier warm up bosses that doesn't really present a challenge.

Stick with the end bosses and extra bosses and you've got a pretty strong lot with very different strengths and options. Extra bosses seem to have more raw power (for example Flandre over Remilia) but end bosses tend to be the ones who pull the strings and have influence of some kind. I'd stick Reimu and Marisa in with them (less sure about Sakuya and Youmu) and say they all represent the top Touhous with varying strengths and influence depending on the situation.

perhaps, but being a game I see it more as a system. With MoF it seems unlikely they'd have made their choice had they understood the way Gensokyo worked, SA is made up of youkai from before Reimu set up the system as far as I understand it (though again, not impossible) and the fighting games all feature melee combat. Mokou also seems to fight the heroes in IN with lethal force because she thinks they were sent to assassinate her. Each time you defeat her she is killed and revives for the next card.

Maybe I'm wrong, but I personally like to follow the idea they follow the spellcard system when they can, but it's rules are held loosely. Some fights in the games seem to use spell cards more as a mechanic then anything without an pretext to their fight being just a duel.

Yeah, most the story surrounding them are anti-climatic. In the mansion the heroes are searching for the hidden secret, in PCB they are looking to fix the border now the danger is over, in IN they are on a trial of guts and so on. Still, the people they find are challenging so it's more a extra to do rather then completion of the game.

Tenshi has a huge advantage against youkai due to being a Celestial(dragon).

Just to throw more fuel on the fire, technically, even Celestials aren't immortal. In Komachi's scenario, it's said that Celestials have the same lifespan as humans, just that they don't die at the end of it. Whenever their lifespan is up, though, a reaper comes to take them to Higan. However, most Celestials are powerful enough to ward off the reapers, and so can attain a limited immortality as such.
