Well, I find it hard myself to compare my favorite nukige artists to scenario/charages since I expect vastly different stuff from both. For example it's kinda rare I find the erocgs of the games made by my scenario/charages as arousing, and the (nonero-)cgs of my nukiges don't take my breath away either even though they make me erect.
This list is strictly my top 10 for scenario/charages, (it'd be harder for me to make a top10 of my favorite nukige artists so I won't)

Or at least it always seems like very few of them can actually speak English decently considering all the years they've studied it in school, and considering the state of the American school system I'd say we'd wind up even worse as far as Japanese goes.
