I've never understood how you're supposed to read other's hands when they're making 3 han hands within 8 turns consisting of nothing but Riichi, Ippatsu and Heiwa/Tanyao/Honor Tiles.

If you see someone riichii at the 8th turn while your hand is still shit, just throw a safe tile. I always laugh at people playing into a dealer mangan while going for a shitty 1han hand that is far from completion.

Most people who riichi at that point of time only have small hands, so I normally don't bother worrying too much about it. I guess I should do that though, if only to avoid the Ippatsu.

Even if you can't deduce a lot about the opponent's planned hand structure, you can deal tiles that are already in the opponent's pond, and he obviously won't be able to ron from them because.
Apart from that, there are no sure bets but you can try to look at the visible tiles and see if there are tiles that you can deal that won't help him complete any melds because the other necessary tiles are in your hand, or already dealt by someone else.

The starting hand is completely random. They may easily have 3 of the dora tile. If it's their pair, they may even choose not to riichi and just win with pinfu dora dora. If a certain tile is not in the pond and not in your hand, they may likely be in your opponent's hands.
