Index is shit. It had so much promise. It suffers from a boring main character, anti-climatic fights, and constantly resorting to "because magic" as a device to get things going/finish things.

Railgun is much better than Index because of SCIENCE and interesting fights but suffers from too much focus on Saten instead of glorious tsundere Mikoto. Not to say Saten is bad, I quite enjoy her.

If you've seen the show, the Level Upper isn't something that increases your level, it just attunes you to other espers, creating sort of a hivemind for esper powers.

If they used it, they wouldn't experience much gain in strength, instead, everyone else using the Level Upper would gain great strength, possibly vector controlling and electric powers.
