either way, i just finished Tsukihime on the Arc route, where do i go next? i was thinking Akiha, but what works best for the story?

I, myself, may prefer Kohaku's route over Akiha's.
Akiha is a lot more aggressive and forward, and I like that side of her. Kohaku's route also shows Akiha's connoisseur moe, and Akiha's red hair-mode.

Honestly, Akiha featured enough times in that route that it's almost surprising that Shiki actually ends up with Kohaku.

Arc can't turn into a cat. Neco Arc is a completely different entity and is not connected to Arc. She comes from a different dimension called the Cat's Village. If you are familiar with DC comics, she pretty much is to Arc what Batmite is to Batman.
