Touhou is anything you want it to be, but officially, it is about little girls shooting lasers at each other in a shooting game, kind of like aircraft combat, except that instead of planes you have pretty girls in frilly clothes.

TH9.5- Shoot the Bullet (take pictures of bullet patterns that are being shot at you while you dodge)

TH10.5- Scarlet Weather Rhapsody (fighting)
TH11- Subterranean Animism
TH12- Unidentified Fantastic Object
TH12.3- Hisoutenkou (patch to TH10.5, kinda)

As for what to play, TH8 is arguably the easiest (and arguably the best) but apparently brings about bad habits. TH7 is a good start, and TH10 I guess. TH6 and TH11 are the hardest, while TH12's gimmick gets people. TH13 just came out, but I've heard it's the easiest. The side games are fun as well. Both StBs are fun, but hard and GFW is also rather fun/hard.

The main charm of the series have to be the variety of characters with vague personalities and the plethora of great(?) music. Most of the character of the games literally comes from the tons of fanworks that are generated about the games.

Anyway, I may or may not be replying to a troll, but whatever.

Touhou is a series of shitty bullet shooter games that somehow gained much popularity. The huge fanbase put a lot of effort into producing an overwhelming amount of fanart, doujin, etc, which happened to have much more publicity than the games themselves. Hence the births of "secondaries", people who only jack off at the picture and never play the games. All those anime/manga (doujin works), pictures, complex personalities that are attributed to each girl, are just products of the fandom.

tl;dr: at it's core touhou is a series of games.
