Nah, every country is capable of inhumane feats, if you didn't ignore those you'd have to stigmatize the entire world. Japan was just behind the times and didn't know when to stop, if anything, they should be blamed for their enormous victim complex. Pic related, its the Wounded Knee Massacre, one of the worst non-wartime atrocities ever commited, and a far cry away from the America we see in television and movies.

A nation wouldn't be truly great if it hadn't committed some horrific massacre or something. I mean, look at Europe. They spent thousands of years slaughtering each other before going and killing half the people living in Africa and the Americas, and they are now considered one of the most cultured places in the world.
