Main heroines always get the most votes because they're made to accomodate most tastes, that goes double with japanese thinking "normal is good".
The only polls where I saw the main heroine lose were those who had her as a weirder/more polarizing character than some other heroines.

I didn't mean normal as in character with normal features, but rather that they usually they feel more at ease with the standard rather then the weird niche. Even if Saber and Arcueid are exotic in appereance, their role in the story is pretty standard love story stuff.

This is the 2009 poll, with co-sex choices. This is the aftermath of Kara no Kyoukai, having Ryougi at the top. Kohaku still comes in 6th, beating out Rider (a huge fan favorite) and Sakura (another fan favorite who has the end-route of Fate). Tohno Akiha fills the tertiary favorite Tsukihime roll, which would be second-favorite once you remove the foreigner vote.

If you remove the foreigner vote, the order is:

1. Ryougi Shiki
3. Tohsaka Rin
4. Archer
6. Kohaku
8. Tohno Akiha
9. Matou Sakura
10. Yumizuka Satsuki

Which means Kohaku figures in just under Rin in popularity. That's a feat in and of itself. Ryougi wouldn't even be at the top except for KnK's recent popularity spike due to the movies. Archer is his own category, meaning he doesn't even factor for consideration.

Sacchin won 10th. That's fucking hilarious.

Foreigner characters in Japan automatically get an artificial popularity bump, just for being foreigners. It's the same appeal that Asian features used to have on Americans: we loved their black, silky hair and petite, demure styling. The Japanese wanted corn-fed, blond American women with loose morals that know how to party.

Discount what you can accredit to a superficial phenomenon as much as possible, since it's rarely about the character, and more about the foreigner factor.
