Well for staters moves Suwako, Kanako, and definitly Yuyuko to high, and move up the Suika and Yuugi.

Let's see, I won't even debate the top to much controversy. But, for the lower tiers:

Move Cirino to low, she is one of the strongest faries and would rape all of bottom tier.

Kogasa also should be moved up at least 1.

Move yamame to mid tier. And Nitori.

Aki sisters to low tier. And Letty.
