Not all tengu dress like Aya (except for the hats, which are traditional tengu hairdresses in folklore as far as I'm aware).

Moon rabbits we see are all from the defense forces. They wear uniforms.

Kappa wear special water-resistant clothes, it's reasonable to expect them to be similar.

There's no excuse for the earth rabbits to all look the same, though.

Moon rabbits makes sense, though, since they are all soldiers in uniform. Same goes for wolf tengu, so considering Hatate has a different colour scheme, maybe Aya just has a uniform fetish or a preference for the "war look" - lots of tabloid reporters do. As for the kappa, they are sort of like overalls.

But yes, it's still a pretty dumb tendency.
