Obviously Ran.

Although her main power is controlling shikigami, Ran has other skills/powers that make her qualified to replace Yukari.

Just like how Reimu's main power is just being able to fly, and she didn't have that in some of the early games. Yet most doujins show her using her border powers.

Yukari's gaps are red, filled with eyes, flowerless, and have ribbons on the ends. There's also a border at Reimu's feet.
