I think Udonge would be the best wife or girlfriend, she showed to be one of the most reasonable and sensitive touhous (unless when drunk), and of course if you manage to make contact with her outside Eientei and have Eirin's approval.

She does, however, possess the duty to repel any unidentified youkai in the human village and to solve every incident which are usually caused by a youkai as well. I never saw her that way but now that you mention it, you might be right. She is friendly to humans, (allegedly) never spreads diseases without a good reason and apparently is very liked in the Underworld because of her good personality.
Now that I think about it, most of the Underworld girls would be pretty good since they have shown to be the most accepting bunch (they're all outcasts and apparently take in pretty much anyone) with the possible exception of Parsee and, IMO, Koishi (manipulating the subconscious is too terryfing to me, even moreso than just reading your mind).

A relation ship with Parsee could work if you dedicate yourself enough to it. But given her personality this could degrade to violent bursts of jealousy (damn you for having your face turned at the same direction where another woman is) or obsessive behavior and emotional dependance.

Remember Parsee doesn't have any know friends and companion outside fandom, but her jealousy and relative isolation are also her charm. There is the chance you can attenuate her envious behavior with more contact outside her bridge guarding duties, which means taking her out to places and to know people and make friends.

TL;DR: A relation with Parsee can work, it just won't be easy.

Meilin is also fine piece of marriage material, if her friendliness and devotion are true.
