There isn't a "line" between them, they're just completely different things. A theory is a hypothesis or explanation for something that has been repeteadly proven experimentally or by observation.

A law is just a statement that always applies.

A law can be used to explain a theory.

Actually, a law is a subset of a theory, ie a theory's a group of laws. Laws still don't always apply, they're limited to the appropriate domains, for example Newton's law of gravitation. It works as part of Newton's theory on most domains, but it isn't accurate enough for quantum physics, why is why we needed a better theory of gravitation for that one.

The reaon it doesn't work like that is since proof works by measurement it's impossible to prove it regardless of circumstances, simply because for that you'd need to know all possible circumstances, and you can only know the ones you've observed, and as a rule have to consider you haven't observed everything.

However, you can prove it for all known circumstances, which is really what's needed, and once we find a new circumstance, we can just update th law based on it.

The overwhelming majority of everything in the universe is organized (that just happens naturally, as described by the second law of thermodynamics) but doesn't have an observed organizer. Only the small, small subset of things organized by humans has observed organizers, and so your "common logic" actually is the exception according to what's observed. In other words you're just projecting if you think it needs an organizer.
