I use Netdrive on my laptop, it's a program that mounts an FTP server as a drive, and you can stream/view random parts of a file with it, just like a regular hard drive. Isn't it to a large extent about money? If you got a lot of large alcohol companies, they'll lobby for it being legal. Large tobacco companies and they'll lobby for it being legal.
