I do wonder about 21. The wings and outfit suggest it's Lily Black. She's also a fairy, but not wearing a maid headdress, and it's likely she isn't meant to be a generic because the only other one in frame is the fairy maid next to Akyu. But the long, black hair doesn't fit.

21 is Lily Black. (I guess I misremembered GFW Extra, but I knew the Lilies had been in the same place at least once.)

19 left is Minoriko, 19 right is Kaguya. I forget who 19 middle is, actually, but it shouldn't be hard to go process of elimination given we're working with EoSD to MoF.

Who's not been mentioned. Meiling, Koakuma, Patchouli, Sakuya, Yukari, or Keine.

Well, process of elimination suggests 19 middle is Keine, and the short sleeves and chest ribbon do match, but her top is dark blue instead of white.

I do seem to recall Keine being in one of the gate pictures, when Reimu, Marisa, Youmu and Yuyuko were entering, though.

Meiling was busy at the gate, Patchouli was presumably still in the library, Flandre was elsewhere in the house (as shown in IoMaE) and Yukari was out plotting.

It's either Keine, Koa or a nameless fairy maid, and I'm thinking Koa would have been in the library with Patchy if she was even there at all. (Note the lack of Daipai; Koa may have been left out for similar reasons.)

Oh, and Sakuya's visible, she just wasn't numbered. between Akyu and Nitori, above Eirin and Kanako.
