Who knows. Power levels swing wildly depending on the game/doujin/whatever. For example, is Ran high tier? She's an extra stage boss and is supposedly the strongest shikigami around, but she's usually shown getting roughed up easily by Reimu and then.

Power level threads inevitably break down into people quoting the time someone said the three bitches couldn't take on the watatsuki bitch and the time it was said Eirin was stronger than Kaguya, repeating ad infinitum because those are apparently the only lines in all the games that ZUN actually meant according to some people.
