Well, her Human power is more to hide history than to entirely erase it. She didn't essentially kill everyone in the human village when she hid it in IN, after all. And the creation of history is more than just the literal kind, think of it as sort of "We've always been at war with Eastasia" kind of thing. At least that's how I see it.

I think the creating history bit means more like, she can literally edit the past. Even though she could basically play god as a were-Hakutaku (and is apparently pretty benign normally), she seems to be a very principled youkai though, and so she doesn't make changes that like, cause the fall of empires and such.

Keine also wrote Gensokyo's history, so, all that mythology and past and such in it actually could basically be her/Akyu's imaginations at work if she wrote parts of it while hakutaku, and wasn't just like a scribe or something.

I'd like to point out that, regardless of if she can or not, Keine wouldn't have totally erased the village from history during IN. She was trying to keep it safe that one night, not erase forever.

She could have actually gotten rid of it as a hakutaku, but that goes against her wanting to protect humans and all. Maybe the only reason Keine didn't just erase Reimu/Marisa from existence when they fought her hakutaku mode, was because they're humans and so that just wouldn't sit well with her. And obviously only the Reimu/Marisa paths are the canon events, the other teams are there more for our own fun.

Although I think it's more like ZUN was just too vague with the description of her power, so we just extrapolate from there.

Otherwise Yuyuko could have just instantly killed Reimu/Marisa, Yukari could have gapped them away , Remilia could have changed their fate .......
