In Touhou, yes - bordering on naïve, even. Although fortunately not naïve enough to try ignore that slight handicap.

Outside Touhou, usually, but not always.
Although the stories of oni using outright deception seem to be rare - thus far only found one, in which an oni disguises himself as an old woman to steal his hand back from a ronin.
Also, similarly to how Western folklore has tons of ogre/troll/goblin variations that sometimes overlap, there are creatures thematically related to oni which are outright maliciously deceptive. Most extremely the amanojaku is sometimes even depicted as becoming physically sick from even speaking the truth, but the relation to oni is very distant.

It has been said that a science is only as accurate as its measuring tools and methods.
I'm guessing the method involved going constantly tipsy for over a week, since with a 50% increase it would still take around 120 hours before the difference exceeds one milligram.
