The "deal" is pretty simple. In some cases the rights to the voices are owned by voice-acting studio rather than the producers of the game, and the rights need to be negotiated from them. In the cases of Koihime Masou and Kara no Shoujo they demanded far too much money for MG to afford with the low sales they get, so they had to be excluded.

It's a stupid catch-22; people won't buy their games because of no voices (or at least that's their excuse), and there are no voices because people won't buy their games.
