Protip: After conquering China, there is an event at the top to "Find the Shu Emperor's hidden treasure." Choosing it gets you a boat that you can sell for over 11k resources, which is easily enough to fit 2 or 3 fleets with all level 2 ships. Of course, that alone isn't enough to take Hawaii by a long shot.

You missed the Whale. Building a fishery in Shikoku gets you a 240 HP unit that costs exactly 0 command points. You sacrifice some resources for it, but its worth it. You can give it to low command point units like Raizo in order to make them useful or use it along with the recycled colony ship to make a nigh-unkillable tank.

When you're concentrating your forces, yes. However, taking all of the optional objectives on the later Soviet and Aeris maps, as I prefer to do, requires dispersing your admirals into smaller groups that are going to be taking hits.
