They're like the bonus characters in Sengoku Rance except you can actually create your own.
You get them in the game by selecting the new event in the bottom of the event list. It has the same icon as game clear bonuses and gives you 2 bonus admirals.
You don't get to choose who you get though, it's random.

Yes, I've realized that. It's been interesting to watch this and the Kamidori threads on a sociological level. Here, basic mechanics that would take 5 seconds to test yourself keep getting asked about, characters/places are mostly referred to be appearance, and questions are extremely specific (ie, "tell me exactly what to do"). There, mechanics discussions are almost all late/post-game only, characters/places are referred to by name, and questions are high level/more abstract.

・偵察機能の実装
自国星域と隣接する敵国の星域情報画面に、
侵攻戦時の戦域配置を確認できる
偵察ボタンを追加しました。

・緊急修理機能の実装
HPが減少している提督の艦隊編成画面に、
資源を消費してHPを回復させられる
緊急修理ボタンを追加しました。

・再建設機能の実装
星域情報画面の建物アイコンをクリックする事により、
技術を消費して、別の建物に建て直しが可能になりました。
※魚市場に建て直しはできません。

・セーブショートカット機能の実装
現在ターンの開始時や、直前の侵攻戦まで
ゲーム進行を[F1]キーで戻せるようになりました。
※会話シーン中は利用できません。

・セーブ／ロードのショートカットキーの追加
戦略フェイズのマップ表示時、
[F5]キーでセーブ画面、[F6]キーでロード画面を
表示する様になりました。

・造船／廃艦ボタンの追加実装
艦隊編成画面の艦船一覧に、直接造船／廃艦が可能な
ショートカットボタンを追加しました。

・さかな初期戦力機能の実装
エンディング後、再びゲームをスタートする際に、
実績のさかなを使用するかの選択肢が表示されるようになりました。
[はい]を選択すると、実績で表示されているさかなが
1匹ずついる状態で1ターン目が開始されます。

・提督の状態表示の実装
提督の艦隊編成画面に、駐留する現在星域と、
既に移動したかどうかの表示が追加されました。

・編成艦船の性能表示の実装
編成済みの艦船にカーソルを重ねると、
性能がポップアップで表示されるようになりました。

・攻撃対象の損害予測表示の実装
攻撃対象を選択する際、対象の左部に
その攻撃によって撃破可能かどうか等の目安が
表示されるようになりました。

・ユーザー提督追加仕様の公開
[SaveData]フォルダの中に[UserCharacter]フォルダを作成し、
その中に自作の提督データを入れることにより、
自国提督として登場するようになります。
※データ作成方法は大帝国ホームページを参照してください。

・イベントを一部追加
・艦船を一部追加

・イベントの発生条件を一部修正
