In the absence of an official statement of who is better at hand-to-hand combat, and because we can assume that the 4 oni devas are the 4 strongest of their kind, so they probably aren't terribly far apart in power, it makes sense that Yuugi is probably better at melee because she doesn't have all that density power and especially because she's known for physical strength, having titles like "Ruinous Super Strength".

Except that since Suika's density manipulation can make her less dense, it could most likely make her more dense, and thus have defensive applications that could potentially cancel out any advantage Yuugi has in terms of pure strength.
