If you paid attention you would realize as soon as in EP1, that Tea Parties are a place in the story where characters can interact directly with reader, and that they are something like omake at the end of each volume of the manga. He also does that a lot with Tips, which are too considered canon.

On the other hand, it's mainly Ryuu's fault.
He screw things up by adding his own self insert.

Bern isn't Rika. Rika isn't even real within this universe. In this universe, Higurashi is a novel that Battler had read and one of his favorite mystery novels. I'm guessing it's the exact same thing as our version of it. In his delusion spots or whatever, he recognized the cat as Bernkastel and carried over the image, and probably made some connection in his head between Rika in the book and the cat annoying the hell out of him.

Umineko's basically a story about metafiction, it's hammered again and again and again.
Higurashi is also directly stated to be a fiction wthin the Umineko world, you have to look at the layers of the narrative.

Here I will do a simple schema for you.

First layer: our reality
/////////////////////////////////////////////
Second layer:The real world of Umineko
////////////////////////////////////////////
Third layer:The meta world of Umineko, the world of fiction

Bern and Lambda belong in the third layer, Featherine who is a creator witch (writer) can exist in both the second and third layer.
It's simply because a writer is basically an omnipotent being in the world of fiction, like how Stan Lee often put himself in his comics.

Now considering all the references to Higurashi as a fiction, you could say it also belong in the third layer.
Since Bern seems to be based on Rika yet she is also stated to be based on Ikuko's cat, the answer may simply be that in the world of Umineko Ikuko is the one who wrote Higurashi.
She may have based Rika on her cat, or named her cat based on Rika, heck the Higurashi she had written could have been really different.

That's all there is to it, Higurashi as a standalone piece has absolutely no connection with Umineko whatsoever.

In fact it still fits within the context of my argument. Auau's cat can still be the basis of Bernkestal. Auau bases Rika off her cat. Rika is the basis of Bernkestal in Higurashi which evolves to the Bernkestal in Umineko. At the end of the day the intial basis of Bernkestal still remains the cat. Rika is just an intermediary between the initial idea of the character and a final idea of the character.

Using in-universe logic:
Every story is a Kakera. There a multiple variations of a character depending on the world. The only exception to that are Voyager witches who do not have alternate variations. Both Umineko Bern and Higurashi Bern are voyager witches. Since there can't be two of the same voyager witches, they have to be the same.

Using both in-universe elements and out of story logic we still arrive at the same conclusion. Your theory and my theory fit.
