I don't speak Korean, so I can't talk about Korean girls, but having been in Japan, it really is true. Western girls just have no sense of how to carry themselves anymore, they don't even pay as much attention to their appearance as their Japanese counterparts. Feminism in the west has just absolutely killed any charm they had.

I think it's actually more about the men than the women. In western countries, men have to be all tough and macho, and liking cute things doesn't quite fit that image. In Japan, liking cute things is socially acceptable. Thus in western countries, (heterosexual) women see no reward in aspiring to be cute since they think men don't like that kind of women, while Japanese women are praised for cuteness and try to be cute as a result.
