Mmm. Lovely.
If it specifically says she's never been seen sober, it doesn't say much though, since oni constantly maintain some blood alcohol level.
If it is to be read as nobody having seen her the oni equivalent of sober, it says all the more as Suika is possibly one of the oldest characters in the whole setting.
