I saw the video. At a certain point the reporter admits that the German guy did nothing wrong LEGALLY speaking. Afterwards they still follow him around and keep getting in his face, pushing him around and what not. To me that clearly looks like they're trying to provoke him, I don't see them making any attempt to speak with him they just hover around and try to intimidate.
