If I'm not mistaken, the shinigami is a rather recent addition to Japanese mythology and doesn't exist as such in neither shinto nor buddhism - it's pretty much an assimilated version of the grim reaper concept, minus the whole black plague cultural luggage.
So yeah, the Japanese are pretty much free to set up whatever image they like as the grim reaper - although ironically the most religious don't acknowledge the idea at all.

But Touhou has split Shinigami into the two roles of Greek mythology, basically. Thanatos and Charon. Thanatos takes the soul from the living world, Charon takes them to the unliving world. In Touhou, Shinigami serve both purposes, but Komachi implies it's forbidden for one to perform both (ferryman cannot reap souls).
It's not that a Shinigami kills you, but takes you when it's your time to die. They're much less grim than the grim reaper in that respect.

Although most representations of Death work like that anyway, it's always somber to have the cloaked skeleton show up, while Shinigami are supposed to be the one that prevents your soul from tarnishing and rotting in the mortal world where it doesn't belong.

Komachi stores the souls of humans in her breasts as they travel across the river so that the spirits do not catch them.

Rather prefer that interpretation. Never liked the idea of the grim reaper being a cause of death in the first place, since it just makes things sound weirder than they already are. Being "killed by death" sounds off even when Lemmy says it.

Somehow feels more "logical" to say that the reapers don't go around killing people, but rather just work to ensure the whole machinery of life and death runs smoothly - a community service, if you life.

There is no canon source where Komachi's breasts would be "rather small". At her worst she's at the level of "normal" touhoes (breast size of course needs to be judged in relation to other characters since the baseline depends on artist's style).
