Wriggle is pretty much the only Touhou boss outright called weak compared to HUMANS. More in a general "insects are weak nowadays" way than an actual powerlevel and still pretty dangerous, but... seriously, HUMANS. One of the lowest lifeforms in Gensokyo.

PMiSS clearly say that humans in GENERAL are the weakest, with the exception of the heroines. Youkai are the highest tier since they include vampires, tengus and other shit. If a human pops up in the forest from the outside world then he's a sure meal, unless he runs like fuck and finds Reimu first to which he'll either just become another villager or return to his own world.

Reimu's a lynch pin holding the god damn world together and Marisa's full-on magic.

In terms of their actual strengths, yeah they're both pretty weak. Reimu's just incredibly lucky and Marisa's an incredibly hard worker. Any Gensokyo human could probably get up to Marisa-level powers if they wanted to, but nobody cares enough to try. It'd be damn near impossible to match Reimu, though.

This is also a mistake. Youkai do not behave like blood-thirsty monsters like they used too and humans do not behave like youkai-exterminators any longer.

Stages in Touhou games tend to be ranked according to how much the contestants care about the incident at hand, with bypassers on Stages 1-2, those who know of/are involved in the incident on Stages 3-4 and perpetrators on Stages 5-6.

Wriggle wasn't really interested, hence Stage 1. She just couldn't be assed to put up a full fight for a reason she didn't really care about, I guess. Same with Letty (who is generally implied to be fairly strong), she probably knew that it is improper to perpetuate winter despite herself liking it, so she held back without a full fight.

When the main characters are concerned, it's usually a choice between holding back and accepting defeat or going all out and still getting beaten. You're much more likely to go for the former if you don't have much to do with the incident and just want to shoot at some loli.

Look at some spellcard names. "Master Spark-like Flashlight" or "Fairy Destruction Ray" does heavily imply she was just playing around.

Marisa wasn't serious, but yes, she was surprised at Cirno's tenacity. Unfortunately this was taken as LOLSTRONGEST and "Cirno can beat heroine X" instead of "joke character's moment in the spotlight".
