Japan's barely has any "population growth". Their problem is that their population isn't growing. They're going as far as trying to partially ban some entertainment so their kids would fuck around more and have more kids, yet you say this. 1/10
Want to get rid of population growth? Fix Africa and South America. Not in a genocidal way. Just modernize them with enough technology and eventually they'll become as stagnant in population growth as the rest of us (Japan leading here quite well).

China has population growth under control with their one-child policy. Growth is occurring in religious and uneducated places like Africa and parts of South America. Blame the pope for telling them contraception is a sin, for those few that are fortunate to know what contraception is. They need to get themselves modernized ASAP, it wills top population growth.
