Guys, I think I figured out JC Staff's method to Index (among other things).

"Adapt" a series, but only animate the shittiest volumes, forcing new fans to read the novels to get the good stuff.

JC Staff is animating everything in order, but they've got a habit of awarding the objectively worst arcs the most episodes and then rushing through the best ones.

They barely animate anything as it is, so they have no excuse for pouring that money into what people want. Example:
Daihaseisai dragged on for 6 episodes, had absolutely nothing happen (literally involved Touma running around a City for the duration and ended with a deus ex machina), and had by a wide margin the worst animation I've ever seen from JC Staff (Quality EVERYWHERE and major characters appear off model in almost every scene, even when in the foreground and during close-ups)
