Akyuu is a tool for Zun to release some kind of biography of the Touhous. If something is written in there, it's because he wants it to be written there.

Akyuu said in her monologue that PMiSS purpose now is to heal the strained relationship between human and youkai, by telling humans more about the individuals youkais.
It doesn't tell them to try and socialize with them, but to respect them. It's NOT a survival guide by any means. That would be contra-productive to her original goal.
