There are a ton of programs out there, but none that will accept any random person. OP needs to give a bit of background. Hurr I passed JLPT 2級. That ain't enough. They're not going to magically offer him jobs just because he is sugoi gaijin. It's just like the US, you need to have a degree, have a good resume, job experience etc. If you're an alumni or still a student at a good university, then you may be able to use university connections to get your foot in the door.

That won't even work in the US, and even if you did get a job, I doubt it'd be one where you could "work your way up".

Say you're a manager for a Home Depot or something. Then an immigrant that can speak a bit of broken English comes by and pleads for a job while having no job experience in the US and a high school degree in some foreign country. Would you hire him, or would you hire Jimmy who is a local, speaks perfect English, and has worked at other places around the area.
